Sugar refinery was founded in Tsybulev in 1876. In 1888, the company employed 296 workers, including 20 children under the age of 15 (10 boys and 10 girls). 

In 1923, Tsybuliv Sugar Refinery was completely renovated. In 1922/23, the company produced 113 thousand poods of sugar. 

If earlier the refinery had processed 7 thousand centners of beet, then in 1939  the capacity increased to 11 thousand centners of beet per day.  

The refinery successfully completed the reconstruction of workshops and aggregates, and increased its capacity. In 1947 the state allocated 10 280 thousand rubles for reconstruction. The refinery grew year by year.

Tsybuliv Sugar Refinery was radically reconstructed. It introduced the latest technology. The most labor-intensive processes were mechanized. The capacity of the refinery reached 25 thousand tonnes of raw materials per day. If during 1912/1913, 40,400 centners of sugar were produced, then in 1965 the refinery produced 478,1 thousand centners of sugar.
