American sugar producers ask the US government to restrict imports

United States’ sugar producers on Thursday asked the government to take trade action against countries it says are flooding the domestic market with sugar, saying local cane and beet farmers and sugar plants face financial ruin without an intervention.

The American Sugar Alliance, which represents farmers and processing facilities, said it had filed comments with the U.S. Trade Representative asking the government to use protective policies against what it described as discriminatory trade practices by foreign sugar-producing nations, including subsidized sugar exports.

The U.S. sugar policy includes limited imports at lower-tariff quotas, the TRQs, agreed under the World Trade Organization, as well as free over-quota imports, which are heavily taxed.

The ASA argues that the tariffs for over-the-quota imports became ineffective over the years and need updating.

«Without containing this flood of subsidized foreign sugar imports, the U.S. industry is facing catastrophe, with loan forfeitures likely starting within a matter of months and closures following», — the Alliance wrote in its comments to the USTR.
