Bihar plans major sugar industry revival

Bihar has initiated plans to accelerate the revival of its sugar sector through the reopening of closed sugar mills and the establishment of new manufacturing capacity, as the state government looks to strengthen the rural economy and improve farmer incomes.

Officials informed the government about plans to revive nine closed sugar mills and establish 25 new sugar factories across the state.

Emphasising Bihar’s potential in sugarcane-based industries, the Deputy Chief Minister instructed departments to accelerate efforts to restart industrial operations in regions where mills have remained shut. Areas identified for renewed focus include Raiyam, Sakri, Sasamusa, Madhaura, Motipur, Samastipur, Chakia, Chanpatia and Motihari.

The government said reopening mills is expected to generate employment opportunities at the local level while creating stronger market linkages and direct economic benefits for farmers.

Special emphasis was also placed on developing the Champaran region as a major sugarcane production hub. Officials were asked to prepare a dedicated strategy to increase cane production, improve productivity and strengthen market access for growers.

The state government indicated that investment attraction and industrial modernisation will remain central to the Bihar Sugar Industry Promotion Policy–2026, with efforts aimed at encouraging private participation and expanding sugar-sector infrastructure.
